March 12, 2025 marks the 25th anniversary of the establishment of the Republican public association “Belarusian Association of Consulting Engineers”

The Belarusian Association of Consulting Engineers (BACE) was established in 2000 and is a self-governing association of citizens professionally engaged in consulting practice. The founders included leading specialists and scientists in the construction and road industries of the Republic of Belarus: Academician Kovalev Ya.N., Professors Busel A.V., Verenko V.A., Candidates of Technical Sciences Bakhovchuk A.P., Vorobey L.M., Mordich A.I., Minin A.V., specialists Baranov V.Z., Bykovsky O.M., Kozlovsky A.A., Oprishko A.A., Petrov A.N., Pigunov O.I., Sys V.V., Fetnyaev A.I. and many other engineering practices in construction.

The activities of BACE are aimed at developing and promoting engineering and consulting services, generalizing, analyzing and disseminating world experience in the field of consulting activities.

The main goal of the association is the development and improvement of engineering in the Republic of Belarus, assistance in solving problems in this area, protecting the rights and legitimate interests of its members.

The main tasks of BACE are as follows:

– unification and coordination of the efforts of its members to solve problems in the field of engineering;

– assistance to its members, interested persons and organizations in the development of engineering activities;

– study, generalization and dissemination of scientific and technical information and best practices in the field of construction, recommendations for the implementation of new technologies and methods of engineering and technical support for investment projects.

BelAIK operates on the basis of the principles of voluntariness, equality of its members, self-government, legality and publicity.

The Association was created on the initiative of the Ministry of Architecture and Construction and the Committee for Automobile Roads of the Republic of Belarus. Its members are individuals, and its activities are aimed at developing engineering in the country.

The Belarusian Association of Consulting Engineers is one of the first associations of consulting engineers in the territory of the former USSR. Despite the short period of its existence, the Association has already made a significant contribution to the development of the regulatory and legislative framework necessary for the favorable development and implementation of engineering services in Belarus. BACE specialists have developed Recommendation documents in the field of engineering “Engineering organization (Consultant) and the provision of engineering services in the implementation of investment projects in construction”, “Quality selection of engineering and consulting services in the implementation of investment projects in construction” and many others.

The creation of BACE revived in our country, for the first time in the CIS and the Baltic countries, the profession of an engineer consultant, which existed in our country before 1917. The ethical code of a member of the association is based on several basic principles: responsibility to society, competence, honesty, impartiality, fairness, non-participation in corruption – and allows us to unite specialists. The activities of BACE in the development of engineering were highly appreciated by the Director General of FIDIC Enrico Vink, who visited Minsk in 2008.

At present, BACE unites specialists from all regions of the country on a professional basis. 5 members of the organization have been awarded the high title of Honorary Member of BACE. Many specialists work outside Belarus at sites in Africa, Europe, the USA, Indonesia, and Russia.

The result of twenty-five years of activity of BACE members in the implementation of projects has shown that engineering using the FIDIC methodology protects and takes into account the interests of the project participants – the customer, contractor, and designer, and ensures mutual exactingness and responsibility. Thanks to engineering, work is completed within the established deadlines with rational organization of construction and standard quality of products. In conditions of limited financial resources, investor organizations and customers face a difficult task of ensuring their rational use. Therefore, the professional qualifications of the customer, contractor, and consultant are of paramount importance. At present, the working group – members of BACE continues to work on the creation of a national methodology for supporting investment projects, enhancement of the Contract Engineer role.

We sincerely wish you health, successful development, prosperity, inspiration in solving difficult tasks, to expand the best traditions of our association, to reach new heights in the development of domestic engineering.
